Background
The Universal Service Administrative Company (USAC) is seeking proposals for IT Development, Modernization, and Enhancement (DME) Services to support its portfolio of Appian-based enterprise applications. USAC administers the Universal Service Fund (USF) programs on behalf of the Federal Communications Commission (FCC), aiming to enhance telecommunications services across the nation, particularly in underserved areas.
Work Details
Contractors will provide IT Development, Modernization, and Enhancement (DME), Operations and Maintenance (O&M), and related support services for USAC's Appian-based applications. Key tasks include:
1. Modernization of legacy systems into Appian;
2. Development of new Appian applications;
3. Continuous enhancement of existing applications;
4. O&M and production support;
5. DevSecOps engineering and cloud operations.
The work will follow a full software development lifecycle (SDLC), including requirements analysis, system design, development, testing, deployment, and ongoing support. The contract will be a Time and Materials (T&M) single-award contract with no reimbursement for travel-related expenses.
Period of Performance
The contract term is for one base year with two option years, commencing on the effective date stated in the contract.
Place of Performance
All services must be performed within the United States at USAC’s headquarters in Washington, DC or virtually as approved by USAC. Contractor staff are required to be onsite at least two days per week under a hybrid work approach.
Bidder Requirements
Offerors must demonstrate deep expertise in Appian Cloud platform versions and rigorous DevSecOps practices. Key personnel must hold relevant certifications such as Appian certifications. Contractors must also comply with FISMA requirements and maintain security protocols as outlined by USAC.
