Frankfort Plant Board CIS & ERP Software and Implementation Services RFP

Background
The Frankfort Plant Board (FPB) is a publicly owned municipal utility that provides electric, water, cable, and telecommunication services to customers in Frankfort, Kentucky, and surrounding areas. Established in 1943, FPB manages approximately 30,000 accounts and operates with an annual budget exceeding $100 million.

The goal of this Request for Proposal (RFP) is to solicit qualified firms to provide Customer Information System (CIS) and Enterprise Resource Planning (ERP) software along with implementation services to enhance FPB's operational efficiency and customer service capabilities.

Work Details
The selected vendor will be responsible for providing a comprehensive CIS & ERP solution that includes the following systems:
- Customer Information & Utility Billing System
- Customer Self-Service
- Financial Management
- Purchasing
- Inventory Management
- Asset Management
- Meter Data Management
- Work Order Management
- Preventative Maintenance
- Mobile Workforce Management.

The implementation services must cover planning and initiation (including kickoff and project schedule development), discovery (functional and technical requirements), design (data conversion mapping), configuration/development (rules setup and interface configuration), data conversion (including at least three years of historical data), testing (functional testing and user acceptance testing), technical training (architecture of the solution), project team training, end-user training support, go-live preparation and support, and three months of post-go-live support.

Period of Performance
The contract will commence upon award and is expected to continue until all implementation services are completed successfully. Proposals must be submitted by January 16th, 2026.

Place of Performance
The services will primarily be performed at the Frankfort Plant Board's facilities located at 305 Hickory Dr., Frankfort, KY 40601.

Bidder Requirements
Proposers must demonstrate their qualifications through education and experience relevant to the project. They should also be familiar with federal, state, and local policies applicable to the project. There are no specific set-aside certifications mentioned in the RFP.
