Background
The District of Columbia's Department of General Services (DGS) is seeking proposals for design-build services for the New River Terrace Recreation Center located at 500 36th Street NE, Washington, DC 20019.
The goal is to create a fully operational, code-compliant public facility that meets the community's recreational and programmatic needs.
The project aims to support community programming, recreation, fitness, technology access, and exterior amenities.
Work Details
The Design-Builder will be responsible for the complete design and construction of the New River Terrace Recreation Center. This includes:
- Programming, designing, and constructing a new recreation center with landscaping, site furnishings, amenities, signage, hardscaping, security measures, and ADA compliance.
- Providing all management, personnel, design services, labor, materials, and equipment necessary for project completion.
- Utilizing a secure web-based electronic project management system (ProjectTeam) for documentation and communication.
- Ensuring compliance with local and national codes including DC Energy Conservation and Green Construction Code.
- Achieving LEED Gold certification and Net Zero Energy building standards.
- Conducting community engagement sessions throughout the project phases to gather feedback on design elements.
- Designing and installing all utilities (electricity, water, sewer) as well as security systems including cameras and lighting.
- Completing all required permits and approvals from relevant authorities.
Period of Performance
The contract period will commence upon issuance of the Notice to Proceed (NTP) in August 2026 with substantial completion expected by July 6, 2029.
Final completion is anticipated by October 9, 2029.

- Public art ($100k)
- Utilities ($75k)
- Public space improvements ($100k)
- Owner allowance ($1 million).
