Background
The Town of Manchester is soliciting proposals for USPS Barcoding and Presort Services to reduce mailing costs while ensuring secure handling and compliance with postal regulations. The goal is to access cost savings through USPS presort discounts, focusing on maintaining high-quality mail services for reliable receipt. The contract aims to facilitate next-day delivery of mail to the United States Postal Service (USPS).

Work Details
The contractor will provide all labor, tools, equipment, and incidentals necessary for First Class and standard mail presort services, including automated barcode processing for letter-sized metered mail. Services include:

- Daily pickup of Town mail from Town Hall
- Secure transport in weatherproof containers
- Application of delivery point barcodes
- Verification of ZIP Codes and addresses using USPS-certified software
- Preparation and bundling of mail according to USPS regulations
- Reporting on mail processed.

The Town mails approximately 16,500 pieces of first-class mail monthly and has additional standard mailings throughout the year. The contractor must ensure on-time pickups and drop-offs at USPS with a 99.5% accuracy rate for mail processing.

Period of Performance
The contract term is one year from July 1, 2026, to June 30, 2027, with options for five additional one-year extensions based on mutual agreement.

Place of Performance
Services will be performed at the Town Hall located at 41 Center Street, Manchester, CT.

Bidder Requirements
Bidders must be fully licensed, insured, bonded, and certified. They must maintain specific insurance coverages including Workers’ Compensation and Commercial General Liability insurance with minimum limits specified in the RFP. Additionally, bidders are required to comply with the Town's Living Wage Ordinance if the contract exceeds $25,000 in any fiscal year.
