The State of Connecticut (hereinafter State ) is seeking proposals for an analysis of the composition of wastes disposed of and recycled in Connecticut. The purpose of this RFP document is to provide interested parties with the information necessary to prepare and submit proposals for a statewide Solid Waste Composition and Characterization Study. The resulting study will present data and analysis that will help inform potential further amendments to the state-wide Solid Waste Management Plan (a statutorily mandated plan that expresses the state's material management strategy) and to provide information and guidance for future legislative efforts aimed at reducing, reusing and diverting the component waste types in the state's multiple waste streams.
