Salmon Brook Park Pond Dredging

Background
The Town of Granby, CT is issuing a Request for Proposal (RFP) for the Granby Parks and Recreation Department to solicit proposals from qualified independent contractors for the dredging of a recreational swimming pond at Salmon Brook Park. This initiative aims to address the accumulation of natural vegetation and organic debris that has led to silt deposits and vegetation encroachment in the pond, which serves as a recreational waterfront facility. The project is funded and budgeted for the fiscal year 2025-2026.

Work Details
The scope of work includes:

1) Cleaning and removing leaves, brush, small branches, and dead vegetation from an approximately one-acre man-made, spring-fed swimming pond with a maximum depth of about 10 feet.

2) Detailed methods for cleaning/dredging the pond must be provided.

3) Specific tasks include:
a) Removing decayed material from the beach area (Section 1),
b) Removing vegetation (Sections 2 and 3),
c) Adding beach sand and finishing grade.

4) A list of mechanical equipment to be used must be included.

5) The process for handling and removal of materials should be outlined, including whether a dewatering site will be needed and where dredged material will be disposed. Environmental precautions must also be included to address outflow to watershed sources, prevent cross-contamination, mitigate impact on pond banks, and ensure site restoration post-job completion.

Period of Performance
The contract period is set for the fiscal year 2025-2026, with proposals due by October 1, 2025.

The work will take place at Salmon Brook Park Pond located at 215 Salmon Brook Street, Granby CT.

Bidder Requirements
Bidders must have extensive experience in dredging projects. They are required to disclose any existing client relationships that may present conflicts of interest. Insurance requirements include maintaining coverage such as Workers' Compensation, Commercial General Liability with specified limits, Automobile Liability, Excess Liability Coverage, Professional Liability, and Errors and Omissions Insurance. The awarded contractor must also provide Certificates of Insurance naming the Town of Granby as an additional insured.
