Background
The Town of Manchester is seeking to establish a small pool of pre-qualified Mechanical, Electrical, Plumbing, and Fire Protection (MEP/FP) consultants through this Request for Qualifications (RFQ/RFP). The purpose of this contract is to provide on-call consulting services as needed for various projects. The maximum value for any individual assignment will not exceed $50,000.00. The Town retains the discretion to utilize the services of the selected consultants based on its assessment of project needs.
Work Details
The selected consultants will provide a range of MEP/FP services including but not limited to: building inspections, code compliance reviews, design services for repairs and new construction, feasibility studies, building system evaluations, commissioning and testing services, energy efficiency studies, and cost estimating.
The consultants are expected to perform these services on an as-needed basis at approved hourly rates. They must also submit all work products in both print and digital formats to the Town. Specific tasks include meeting with Town staff to determine project requirements, providing design services up to full design drawings, conducting regular progress meetings with Town representatives, and submitting detailed documentation including drawings and reports.
Period of Performance
The contract term will commence upon award and extend until August 31, 2029. There is an option for annual extensions for up to three additional one-year periods based on satisfactory performance.
Place of Performance
Services will be performed within the Town of Manchester, Connecticut.
Bidder Requirements
Bidders must be licensed MEP/FP firms in Connecticut with licensed professional engineers on staff. They must demonstrate sufficient resources to respond promptly to Town requests and have relevant experience in public sector projects within the last five years. Additionally, bidders are required to comply with the Town's Living Wage Ordinance if the contract exceeds $25,000 in any fiscal year.
