Description

The Capitol Region Purchasing Council (CRPC) is seeking qualified contractors to implement and manage integrated pest management (IPM) programs and services for all Capitol Region Council of Government (CRCOG) and CRPC members (approximately 150 municipal and government agencies across the state of Connecticut EXHIBIT A.) to utilize as needed. Integrated Pest Management ( IPM ) is defined as the use of all available pest control techniques including judicious use of pesticides, when warranted, to maintain a pest population at or below an acceptable level, while decreasing the unnecessary use of pesticides. The primary goal of IPM is to reduce the amounts of pesticides applied by using alternative methods of pest control which may include structural maintenance, sanitation, and mechanical or biological control. These methods will help to eliminate conditions that are favorable for pest infestation, making pest survival more difficult. Qualified contractor(s) will be expected to: Assist with the development of comprehensive IPM programs at facilities that require commercial pest control services Provide technical assistance to CRCOG and CRPC members resulting from this RFQ. Provide a consistent quality of account management and service in support of any IPM program to CRPC member as outlined in the contract executed between the two parties. Additional details and information on the Scope of Services may be found in Exhibit C. Successful Respondents will be placed on a list of qualified professionals to serve CRCOG and CRPC member municipalities and agencies who are seeking professional IPM services.
Background
The Capitol Region Purchasing Council (CRPC) is seeking qualified contractors to implement and manage integrated pest management (IPM) programs and services for all Capitol Region Council of Government (CRCOG) and CRPC members. This includes approximately 150 municipal and government agencies across Connecticut. The goal of this initiative is to maintain clean, safe, and healthy environments by effectively controlling pest populations while minimizing pesticide use. The contract aims to assist municipalities in managing pest control through comprehensive IPM programs that utilize a variety of techniques, including structural maintenance and sanitation.

Work Details
Contractors will be expected to:
- Assist in developing comprehensive IPM programs tailored to the needs of individual facilities.
- Provide technical assistance to CRCOG and CRPC members as needed.
- Ensure consistent quality of account management and service in support of any IPM program outlined in the executed contract.
- Conduct initial inspections to identify problem areas contributing to pest infestations.
- Submit a written IPM plan within ten working days following the initial inspection, detailing methods for pest control, service schedules, and any necessary structural changes.
- Perform emergency services in response to threats to health or disruptions of normal activities.
- Maintain records including pest control logbooks for each site serviced.

Period of Performance
The contract will be executed as needed by CRPC members, with specific timelines for initial inspections and subsequent services outlined in the individual contracts.

Place of Performance
Services will be performed at various municipal facilities across the state of Connecticut as designated by CRPC members.

Bidder Requirements
Contractors must have a thorough understanding of state, federal, and local laws regarding pesticide application. All technicians must be trained, licensed, and certified according to EPA standards and Connecticut regulations. Contractors must provide a list of licensed applicators with their bids. Experience working with public entities is required, along with key personnel having over two years' experience in the industry.
