Description

The Director of Finance for the Town of Portland, CT (the Town ) will receive the following sealed Request for Proposals: Proposal No. 2026-03: Municipal Virtual Net Metering Offtake. The due date and time for the proposals is Tuesday, August 19, 2025 at 2:00 PM. The Town seeks proposals from qualified clean energy developers (the Bidders ) to provide municipal Virtual Net Metering ( VNM ) offtake from clean energy system or systems (the System(s) ) in Eversource territory that will offset up to 2,700,000 kWh/year of the Town's electrical load. The Bidder and the Town will participate in the August/September 2025 bid round of Year 4 of Connecticut's Non-residential Renewable Energy Solutions Program (the NRES Program ), with VNM for State, Agricultural, and Municipal ( SAM ) properties, administered by Eversource, and if necessary the February/March 2026 bid round of Year 5 of the NRES Program.
