Redevelopment of the Former West Rock STREAM Academy, 311 Valley Street New Haven, CT 06515

Background
The City of New Haven’s Economic Development Administration has issued this Request for Proposal (RFP) to seek project proposals for the adaptive reuse or redevelopment of the former West Rock STREAM Academy, located at 311 Valley Street in the West Rock neighborhood of New Haven. The City aims to transform the site into a vibrant, community-serving asset that aligns with legislative priorities focused on job creation, public safety, quality living spaces, health equity, and environmental justice.

The selected respondent will be expected to secure public approvals and demonstrate market viability while complementing the ongoing renaissance of the City and neighborhood.

Work Details
The project involves the redevelopment of a ~4.6-acre site featuring a multi-story building of approximately 30,000 square feet. The City is looking for proposals that include qualifications and conceptual plans reflecting a unified vision and strategy for transforming the site into mixed-use developments.

Respondents must consider community involvement in their planning process and may propose long-term lease or sale options. The proposal should also address environmental considerations due to previous HVAC issues that rendered the building unsafe for occupancy during COVID-19. A Phase 1 Environmental Report is included with this solicitation, and respondents are encouraged to plan for additional environmental investigations.

Period of Performance
The project timeline includes a release date of November 30, 2025, with a pre-proposal meeting on December 8, 2025. Questions must be submitted by January 6, 2026, and responses are due by January 20, 2026.
