On-Demand Remote Interpretation Services

Background
The State of Connecticut Department of Administrative Services (DAS) is issuing this Solicitation for on-demand remote interpretation services, specifically Telephone Interpretation (OPI) and Video Interpretation (VRI). This service is aimed at assisting non-English speaking individuals and is intended for use by all state agencies and political subdivisions. It ensures accessibility to essential communication services around the clock throughout the year.

Work Details
The awarded vendor will provide on-demand remote interpretation services available 24/7, including both Telephone Interpretation (OPI) and Video Interpretation (VRI). The services must be compliant with all applicable federal, state, and local laws. The vendor must ensure that interpreters are qualified and professionally trained in healthcare, legal, or government-related services. They must also maintain sufficient staffing and technology to meet evolving language needs.

The contract will be available for use by various state agencies including but not limited to the Department of Social Services and the Department of Children and Families. The vendor must provide documentation supporting their ability to meet these requirements, including evidence of having provided 100,000 minutes of Telephone Interpretation and 10,000 minutes of Video Interpretation service calls per month within the past year.

Period of Performance
The contract period begins on April 23, 2025, and ends on May 12, 2025.

Place of Performance
Services will be performed remotely as needed for state agencies across Connecticut.

Bidder Requirements
Bidders must have a minimum of five years of experience providing reliable on-demand remote interpretation services for government entities. They are required to hold certifications such as ISO 13611, ISO 18841, ISO 9001, and ISO 27001. Additionally, bidders must submit documentation confirming their status as a micro-business or veteran-owned micro-business if applicable.
