Description

Background
The City of Norwich is issuing this Request for Proposal (RFP) for Environmental Consulting Services to support the management and compliance of environmental regulations for all NPU facilities. The goal is to ensure adherence to state and federal environmental laws while promoting sustainability and safety in operations.

Work Details
The contractor will conduct annual environmental and energy compliance reviews for all NPU facilities. Specific tasks include:
- Supporting NPU in managing their Spill Prevention Control and Countermeasure Plan (SPCC), ensuring it meets the requirements of 40 CFR 112.
- Developing annual EPCRA Tier II reports.
- Consulting with NPU management to ensure compliance with various regulations, including the Clean Water Act (CWA), Natural Resources and Environmental Protection Act, and Emergency Planning and Community Right to Know Act (EPCRA).
- Conducting annual SPCC training for required personnel.
- Supporting air quality management and reporting in compliance with U.S. Energy Information Administration (EIA), U.S. Environmental Protection Agency (EPA), and CT DEEP Bureau of Air Management.
- Performing due diligence assessments, including Phase I, II & III studies, brownfields assessments, environmental permitting/compliance, and CT DEEP Industrial Stormwater General Permit consulting.

Period of Performance
The contract period will commence on April 18, 2025, and conclude on May 12, 2025.

Place of Performance
The services will be performed at all NPU facilities located within the jurisdiction of the City of Norwich.
