Engineering Design and Construction Services for PFAS Treatment System

Background
The City of Norwich Department of Public Utilities (NPU) is seeking proposals from engineering consulting firms to provide engineering design and construction administration services for a PFAS treatment system. This project will be located at the existing Norwichtown Well at 242 West Town Street, Norwich, CT.

The goal of the contract is to ensure the effective design and implementation of a treatment system that meets state and federal requirements for PFAS removal.

Work Details
The selected engineering consulting firm will be responsible for:
1. Developing preliminary and final design plans for the PFAS treatment system.
2. Preparing preliminary and final contract documents necessary for construction bidding.
3. Providing assistance during the bidding process.
4. Conducting construction inspection to ensure compliance with design specifications.
5. Offering administrative support throughout the project lifecycle, including managing change orders.
6. Performing certified payroll and labor interviews as required by state regulations.
7. Completing all necessary documentation for the Connecticut Drinking Water State Revolving Fund (DWSRF).
8. Supporting project start-up and close-out activities, as well as post-construction evaluations.

Period of Performance
The contract will commence on February 21, 2025, and conclude on April 02, 2025.

Place of Performance
The work will be performed at the Norwichtown Well located at 242 West Town Street, Norwich, CT.
