East Side Plaza Signage

Background
The Town of Manchester is soliciting creative sign proposals for a new linear neighborhood park plaza surrounding the former Nathan Hale school. This project aims to enhance community engagement and benefit the neighborhood by creating a public access linear park plaza. The school, now under private development, will be transformed into 40 market-rate apartments, making the signage integral to the park's identity.

Work Details
The contractor will design, produce, and install a total of 6 signs:
- Sign #1 (single sided): Main Park identification sign for vehicle traffic guidance.
- Signs #2 & #3 (single sided): Parking lot identification signs.
- Sign #4 (double sided): Park pedestrian entrance sign.
- Sign #5: Cottage Street Archway entrance sign.
- Sign #6 (single sided): Parking lot identification sign for Community Gardens.

The awarded vendor is required to survey locations, collaborate with the Town for final designs and layouts, prepare drawings for permitting, mark underground utilities before final placement, and handle fabrication, delivery, and installation of all signs and archways.

Period of Performance
The project timeline includes a release date of September 23, 2025, with a mandatory pre-bid meeting on September 29, 2025. The deadline for questions is October 7, 2025, and proposals must be submitted by October 10, 2025.

Place of Performance
The contract will be performed at the East Side Plaza located at 160 Spruce Street, Manchester, CT.

Bidder Requirements
Bidders must comply with the Town of Manchester's Living Wage Ordinance if the contract exceeds $25,000 in any fiscal year. They are required to provide proof of insurance naming the Town as additional insured and must maintain specified minimum coverages throughout the contract duration.
