Description

The Town of Madison (Town) is hereby requesting Qualifications and Proposals (RFQ/RFP) for services of professional planning consultants/firms to assist in a comprehensive review and update of the Zoning and Subdivision Regulations including any necessary Zoning Map amendments. Respondents are required to submit four (4) copies and one flash drive of a sealed Statement of Qualifications and Proposal by no later than 4:00 p.m. local time on Thursday, June 12, 2025 at the Office of the First Selectman located at Town Campus, 8 Campus Drive, Madison, Connecticut 06443. Sealed Statements of Qualifications and Proposals must be clearly marked CONSULTING SERVICES FOR COMPREHENSIVE REVIEW AND UPDATE OF ZONING AND SUBDIVISION REGULATIONS . Statements of Qualifications and Proposals received after that date and time will be rejected. RFQ/RFP specifications may be obtained at the Office of the First Selectman or may be accessed from the Town's website at https://www.madisonct.org/ and the Connecticut Department of Administrative Services procurement website. Background
The Town of Madison is seeking professional planning consultants/firms to assist in a comprehensive review and update of the Zoning and Subdivision Regulations, including necessary Zoning Map amendments.

The Town aims to enhance its land use planning in alignment with its 2024-2034 Plan of Conservation and Development, ensuring consistency with state statutes and addressing various community needs.

Work Details
The selected consultant will provide services that include:
- Comprehensive review and update of the Zoning and Subdivision Regulations.
- Assessment of the Zoning Map for necessary changes.
- Recommendations for permitted uses in zones, housing regulations, and simplification of regulatory processes.
- Establishment of general standards related to lighting, landscaping, sedimentation and erosion controls, stormwater management, signage regulations, and parking standards.
- Inclusion of a public engagement component to gather feedback from interested parties.

The approved budget for this project is $85,000.

Period of Performance
The contract will commence upon selection and is expected to be completed by July 24, 2025.

Place of Performance
The work will be performed in Madison, Connecticut.

Bidder Requirements
Respondents must demonstrate relevant experience in municipal land use planning within Connecticut municipalities. They must also submit a non-collusive affidavit and an affirmative action affidavit as part of their proposal.
