City RFP - IT Infrastructure Upgrades

Background
The City of Stamford, Connecticut is seeking proposals from qualified vendors to procure a turn-key solution for upgrading its current VMWare implementation and deploying Azure VMWare services in a hybrid configuration. This project is funded in whole or in part with federal ARP funds. All proposers must comply with federal regulations as outlined in 2 C.F.R. 200.

Work Details
The scope of work includes:

1) **Hardware:** Proposals must include Dell servers for VMHosts, Storage, Switches, and any other necessary components for a complete solution. The City will provide an RV Tools export for scoping.

2) **Software:** All required software platforms must be included, but the City will purchase and maintain ownership of these subscriptions.

3) **Professional Services:** Services include providing a dedicated project manager, designing the project implementation, installing and configuring hardware and VMWare environment, enabling Azure VMWare Services, testing the solution, and providing a final 'As-Built' document.

Period of Performance
The contract is expected to commence upon execution and will last for one year, with the possibility of two one-year extensions based on mutual agreement.

Place of Performance
The work will be performed at the City of Stamford's facilities in Connecticut.

Bidder Requirements
Proposers must have a Unique Entity ID and register with SAM.gov. They must be Microsoft Gold Partners or Solutions Partners, VMware Pinnacle Partners, and hold Titanium Black status with Dell or equivalent certification. Proposals must identify any subcontractors used; these cannot include offshore entities or vendors outside the continental United States.
