This includes strategic planning, design, development, content migration, integration, testing, training, hosting, and ongoing support. Specific requirements include:
- A robust content management system (CMS)
- Centralized Boards and Commissions database
- ADA accessibility compliance
- Enhanced search functionality
- Improved media capabilities
- Integration with existing applications such as FixIt Stamford and SeamlessDocs.
The vendor must ensure that all sites maintain a consistent design system while allowing for department-level customization.
Period of Performance
The contract period will commence upon execution of the contract and is expected to continue through the completion of all deliverables as outlined in the proposal timeline. Key dates include proposal submission by March 26, 2026; evaluation period from March to April 2026; with final selection anticipated in late April or early May 2026.
Place of Performance
All work will be performed within the United States. Data residency requirements stipulate that all data must be stored and processed within the U.S., with no offshore storage permitted.
Bidder Requirements
Proposers must demonstrate a minimum of five years of experience developing municipal or government websites. They are required to comply with ADA/WCAG standards and cybersecurity regulations. Vendors must also provide proof of insurance covering general liability, professional liability/errors & omissions insurance, and cyber liability insurance.
