Background
The Connecticut Higher Education Supplemental Loan Authority (the 'Authority') is a quasi-public state authority established in 1982 with the mission to assist students and their families in financing higher education costs.
The Authority is developing a statewide graduate loan solution to fill the financing gap left by the discontinuation of the federal Grad PLUS program. This initiative aims to create a multi-level structure that ensures broad access while maintaining responsible underwriting practices, including a planned bond issuance to support an enhanced graduate loan program targeting fields with strong post-graduation earning potential.
Work Details
The selected firm will provide Consumer Finance Counsel services that include: structuring the graduate loan solution, ensuring regulatory compliance, and implementing the proposed financing program. These services will be prioritized at the beginning of the engagement.
Period of Performance
The contract will commence on February 4, 2026, and conclude on February 24, 2026.
