The City of West Haven, Connecticut is committed to improving traffic safety and reducing speeding on local roadways, particularly in areas with high pedestrian activity, schools, parks, and residential neighborhoods. The City is soliciting sealed proposals from qualified vendors to provide a turnkey Automated Speed Enforcement (ASE) camera system to support efforts in reducing speeding-related crashes and enhancing pedestrian safety while complying with applicable Connecticut laws and regulations governing automated traffic enforcement devices.
Work Details
The selected vendor will provide a complete Automated Speed Enforcement (ASE) camera system that includes: equipment supply, installation, calibration, software provision, data management, citation processing support, training for city personnel, and ongoing maintenance. Specific requirements include:
1. Technology Capabilities:
- Detect and record vehicles exceeding posted school-zone speed limits.
- Multi-lane and bi-directional coverage.
- High-resolution images and video of violations including vehicle speed, date/time stamps, GPS/location metadata, and clear license plate visibility.
- Automatic license plate recognition (ALPR) with environmental durability.
2. Placement Options:
- Support for fixed pole-mounted units and optional portable trailer-mounted units.
3. Connectivity and Data Handling:
- Secure data transfer using encrypted communication; data stored on secure servers compliant with cybersecurity standards.
4. Calibration & Accuracy:
- Independent calibration by certified technicians before deployment and periodically thereafter.
5. Violation Processing & Citation Support:
- Software for evidence review by authorized personnel; generation and mailing of citations; court support including evidence packets.
6. Implementation Services:
- Site assessments for proposed locations; installation coordination with local utilities; public education outreach assistance.
7. Ongoing Maintenance & Support:
- 24/7 remote monitoring; on-site repairs within defined response times; annual calibration certification.
Period of Performance
The anticipated start date for the project is February or March 2026, subject to change. The contract will be for a period of three years with an option for a two-year extension.
