Workplace Culture and Belonging: Training and Consultation

Background
The Colorado Department of Health Care Policy and Financing (HCPF) is seeking competitive quotations from experienced organizations to provide strategic guidance and consulting services for its Culture and Belonging (CB) initiatives. The Department is responsible for Medicaid and other publicly funded health care programs in Colorado, aiming to improve health care equity, access, and outcomes. This solicitation aligns with the State's commitment to fostering a diverse and inclusive workplace that reflects the communities served.

Work Details
The contractor will provide consulting and training services focused on the Department’s CB initiatives, including:
- Meeting with CB committees and leadership to gather feedback.
- Assisting in planning people-centric forums, town halls, or listening sessions.
- Facilitating Community of Practice activities grounded in mindfulness and inclusiveness.
- Leading trainings on internal culture and developing strategies to embed CB values within the organization.
- Creating recorded trainings on Advanced Intercultural Mindset Training, including three 60-minute courses focusing on cultural awareness, acceptance, and adaptation.
- Delivering monthly reports detailing work completed, lessons learned, observations of staff participation, and recommendations for future actions.
- Developing materials for employee engagement initiatives based on survey data.
- Conducting workshops on inclusion and belonging within the workplace, addressing implicit bias and advocacy skills.
- Providing mindfulness training sessions for personal development.

Period of Performance
The anticipated start date for the contract is July 1, 2025, with an initial operational period lasting until June 30, 2026. There is an option to extend the contract until June 30, 2027.

Place of Performance
The services will be performed primarily at locations designated by the Colorado Department of Health Care Policy and Financing.

Bidder Requirements
Respondents must demonstrate experience in consulting medium to large non-profits or government entities in culture and belonging programs within the last five years. They must also comply with accessibility requirements as per state standards and provide qualified personnel throughout the contract term.
