Background
The Colorado Department of Corrections (CDOC) is issuing this Documented Quote (DQ) for Women's Specialty Items - Canteen, DQ 2025000119. The purpose of this solicitation is to enhance and enrich the lives of offenders during their incarceration by providing specialty items for resale through the Canteen (Commissary) program. This service is operated by Colorado Correctional Industries, which employs offenders to gain work experience and develop essential skills while supplying them with premium goods at competitive prices.

Work Details
The awarded respondent will be expected to provide Women's Specialty items for resale through the Canteen program. Bids can be made on any item listed in Exhibit D – Price Proposal. Respondents must fill out Exhibit D and include all items they wish to provide. Specific requirements include:

1. If a brand name is not supplied, the respondent must submit 3-5 samples upon award at their own cost.
2. An evaluation will assess security risks, religious affiliations, and nutritional benefits of items.
3. Product substitutions require prior consent from authorized Canteen staff.
4. Unavailable items must be reported immediately with expected restock dates; back orders are not permitted.
5. Annual price adjustments based on the Consumer Price Index (CPI) are allowed, with a two-week notice required for out-of-cycle increases.
6. Products must be packaged exclusively in plastic containers without glass or metal, and cannot contain alcohol.
7. Deliveries should occur via truck or UPS/FedEx during specified receiving hours.

Period of Performance
The anticipated term of the purchase order resulting from this solicitation is one year, with an option to renew for an additional year at CDOC's discretion, not exceeding a total of two years.

Place of Performance
The contract will be performed at the East Canon City Prison Complex in Colorado.
