Thrive Grant Program

Background
The Colorado Refugee Services Program (CRSP) is the state agency designated by the governor of Colorado under Senate Bill 19-230 and 45 CFR 400.5 to implement the State Plan for effective refugee resettlement within Colorado. CRSP provides state leadership, networking, monitoring, technical assistance, and systems navigation on behalf of individuals eligible for services (ORR-eligible persons) and the agencies that assist them.
The program aims to ensure the effective resettlement of refugees and promote refugee advancement towards self-sufficiency and long-term integration.

Work Details
The Colorado Refugee Services Program (CRSP) is seeking multiple vendors to provide integration programming under the Thrive Program for individuals and families eligible for services from the Office of Refugee Resettlement (ORR). The objectives of the Thrive Program include connecting refugees to community resources, promoting economic empowerment and long-term financial stability, helping refugees build social networks, facilitating learning and independence, and supporting health, wellness, and resilience-building using culturally appropriate approaches.
The program areas include extended services, housing, English as a Second Language (ESL), older adult services, immigration legal services, mental wellness, career advancement, and transportation. Additionally, the RFA outlines services not eligible for funding under the Thrive Program.

Period of Performance
The period of performance for this contract is Federal Fiscal Year 2025, from October 1, 2024 through September 30, 2025. The contract is renewable through FFY2029.

Place of Performance
The place of performance for this contract is the applicant's physical place of business within Colorado or at approved remote, hybrid, and mobile work locations.
