Background
The Colorado Department of Public Health and Environment (CDPHE) is committed to promoting health, protecting environmental health, and ensuring health equity. This contract aims to address environmental and health concerns related to samples tested at the Colorado State Public Health Lab (CSPHL) by validating results against Environmental Protection Agency (EPA) quality control criteria.
The contractor will help CSPHL regain EPA accreditation, enabling it to resume testing and provide accurate results to water treatment facilities and Colorado residents.
Work Details
The contractor shall perform external data validation services for approximately 250,000 individual test results obtained under EPA drinking water methods from 2018-2024. Specific tasks include:
- Reviewing quality control results for tested batches
- Identifying samples that failed quality control measures
- Providing weekly reports summarizing reviewed samples
- Preparing a final summary report by July 31, 2026.
The contractor must have familiarity with environmental testing in a regulatory environment such as EPA or NELAC and analytical instrumentation like ion chromatography systems and gas chromatography tandem mass spectroscopy.
Period of Performance
The contract is anticipated to start on April 6, 2026, with an initial period ending on June 30, 2026. It may be renewed for up to four additional one-year periods, not exceeding five years total.
Place of Performance
The work will be performed remotely using electronic data provided by the Colorado State Public Health Lab (CSPHL).
Bidder Requirements
Offerors must have a minimum of five years of experience reviewing test results using EPA chemistry methods and at least two years of experience with analytical instrumentation such as GCMS, LCMS, ICPMS, ICPOES, and ion chromatography. Additionally, they must comply with accessibility standards for individuals with disabilities.
