Background
The Colorado Department of Health Care Policy and Financing serves as the Medicaid Single State Agency, responsible for developing and implementing policy and financing for Medicaid and the Children's Health Insurance Program (CHP+) in Colorado.

The Department operates the Colorado Medicaid Program, known as Health First Colorado, which is funded through state appropriations matched by federal funds. This Request for Information (RFI) aims to gather public comments regarding Non-Emergent Medical Transportation (NEMT) Broker Services, with the intention to refine the RFI into a Request for Proposal (RFP) based on stakeholder feedback.

Work Details
The Department seeks to administer a statewide brokering of Non-Emergent Medical Transportation services. The selected organization will need to demonstrate experience in brokering NEMT services across both rural and urban areas.

They must coordinate services for members and providers statewide, manage a high-volume member contact center, process claims accurately and timely, and recruit, train, and credential transportation providers in compliance with relevant regulations. The goal is to create a unified network of providers that ensures safe transportation for members while implementing financial safeguards. The broker will utilize technology to gather data on mileage and provider usage, enhance accountability through detailed record-keeping, and employ systems such as GPS and cameras in vehicles.
