Sweitzer Lake SP Expansion - Phase I

Background
The State of Colorado, Department of Natural Resources (DNR), is issuing this Request for Proposals (RFP) on behalf of the Division of Colorado Parks and Wildlife (CPW) to obtain competitive proposals for the design/build of Phase I of the Sweitzer Lake State Park expansion.

The project aims to redevelop and expand the existing park facilities, focusing on essential utilities and campground amenities. This phase is part of a larger redevelopment plan completed in June 2024, which outlines the future configuration and development of the park.

Work Details
The contractor will provide comprehensive design and construction services for Phase I, which includes:

1. Design and construction of main utility corridors for water, sewer, electric, stormwater management, fire protection, and natural gas.

2. Development of the first camping loop (Loop D) in Morfitt Campground featuring:
- 16 campsites with full utility hookups (water, sewer, electrical).
- Three cabins with parking.
- Seven pull-through RV spots and six back-in RV spots.
- A mini camper services building with restrooms and showers.
- Playground equipment from Superior Recreational Products with ADA-compliant surfaces.
- Shade shelters and landscaping around the campground area.

3. Roadway design including access roads connecting to existing infrastructure and pedestrian trails throughout the park.

Period of Performance
The project is expected to commence on November 10, 2025, with a completion deadline set for April 30, 2027.

Sweitzer Lake State Park located at 1735 E Road, Delta, CO 81416.

Bidder Requirements
Bidders must comply with specific requirements including:

- A bid bond equal to at least five percent (5%) of the total bid amount if it exceeds $50,000.
- Compliance with the 'Keep Jobs in Colorado Act' requiring at least 80% Colorado labor on public works projects.
- Submission of documentation proving SDVOSB status if applicable for preference consideration.
