Background
The Colorado Department of Public Health and Environment (CDPHE) is issuing this Request for Proposal (RFP) for the operation and maintenance of the Summitville Mine Superfund Site (SMSS), which has been contaminated by historic mining activities.

The site was added to the Superfund National Priorities List on May 31, 1994, and the EPA has transferred all work at the site to CDPHE's Hazardous Materials and Waste Management Division.

The Summitville Mine Water Treatment Facility (SMWTF) treats acid mine drainage and contaminated surface runoff using a heavy metal precipitation process. The goal of this contract is to operate and maintain the SMWTF in a safe, effective, and cost-efficient manner while developing necessary plans and procedures.

Work Details
The contractor will provide qualified operations personnel to perform various tasks including facility management, operations, preventative and corrective maintenance, planning and scheduling, tracking supplies, and maintaining process documents.

Specific areas of expertise required include certified industrial water treatment operators, equipment maintenance personnel, chemists, sampling technicians, mechanics, equipment operators, secretaries, janitors, and instrumentation specialists.

The contractor will be responsible for treating contaminated water through the operation of the SMWTF with an operational capacity of up to 2300 gallons per minute using a high-density sludge lime neutralization process. This includes managing slaked lime slurry addition, solids/liquid separation in clarifiers/thickeners, dewatering waste solids for onsite disposal, and providing technical reports on operations.

Period of Performance
The initial contract period is from February 1, 2025 to January 31, 2026. The contract may be renewed at CDPHE's discretion for up to four additional one-year periods for a total of five years.

Place of Performance
The contract will be performed at the Summitville Mine Superfund Site located in Colorado.
