Background
The State of Colorado, through its State Purchasing and Contracts Office, is issuing this Request for Proposals (RFP) for Collections Services. The goal is to establish a contract or multiple contracts to provide debt collection services to state agencies and other participating entities, including institutions of higher education and political subdivisions. The awarded contractors will assist these entities in collecting various types of debt. Work Details
The contractor will provide debt collection services which include:
1) Collection of delinquent accounts using lawful means in compliance with the Fair Debt Collection Practices Act;
2) Remitting collected amounts to the state within thirty days;
3) Reporting on collection activities including remittance reports detailing collections made, debtor information, and account status;
4) Utilizing best efforts to maximize recovery through various methods such as telephone calls and skip tracing;
5) Ensuring compliance with accessibility standards for individuals with disabilities;
6) Maintaining timely communication regarding debtor information and payments;
7) Filing a performance bond of $100,000. The contractor may use subcontractors for mailing but not for collection services.
Period of Performance
The initial term of the contract is anticipated to begin on April 21, 2026, and end on April 20, 2027. The contract may be renewed for up to four additional one-year periods at the sole discretion of the State, totaling a maximum duration of five years.
Place of Performance
The services will be performed primarily within the State of Colorado, with potential requirements for interfacing with various state systems such as GenTax, CORE/CGI, Banner, SAP, and others.
Bidder Requirements
Proposers must demonstrate compliance with Level 1 PCI Compliance standards. Additionally, Service Disabled Veteran Owned Small Businesses (SDVOSB) must provide documentation of certification from the U.S. Small Business Administration. Proposers are required to submit proof of good standing with the Colorado Secretary of State and an insurance certificate prior to contract execution.
