RFP-SPCO-24-BS11 Janitorial and Paper Products

Background
The Colorado Department of Personnel & Administration, State Purchasing & Contracts Office is seeking proposals for Janitorial and Paper Products. Historically, the state has spent approximately $15 million annually on these supplies through existing contracts. The goal is to establish one or multiple State Price Agreements that can be utilized by various state agencies, political subdivisions, institutions of higher education, and certified non-profit entities.

Work Details
Proposers are required to provide Janitorial Supplies and Paper Products as outlined in the pricing sheet, including discounts for additional items not listed. The awarded contractor(s) must guarantee a continuous supply of goods and services while maintaining compliance with all requirements throughout the contract duration. The scope includes:

1. Providing products to all regions of Colorado.
2. Proposing on at least 80% of items listed in the market basket price sheet.
3. Accepting orders via telephone, email, or online with established business processes for account setup.
4. Shipping products prepaid to the Ordering Entity's designated site within specified timeframes (2 business days for stock items and 7 business days for special orders).
5. Offering environmentally preferable products certified by recognized entities (e.g., Energy Star, LEED).
6. Maintaining a written return policy for products.

Period of Performance
The initial term of the contract is anticipated to begin on March 1, 2025, and end on February 28, 2026. The contract may be renewed for up to four additional one-year periods at the discretion of the State.

Place of Performance
The contract will be performed throughout all regions of Colorado.
