Background
The Division of Youth Services (DYS) is part of the Colorado Department of Human Services, dedicated to protecting and improving public safety through effective supervision and care for youth in custody. This Request for Proposals (RFP) aims to secure managed medical care services for youth in DYS custody, including those in secure residential facilities. The goal is to provide comprehensive health care that addresses the medical, behavioral health, psychological, neuropsychological, psychiatric, and dental needs of these youth.
Work Details
The contractor will provide integrated managed medical care services which include: pharmacy management, claims processing, specialty network administration, direct physician services, and other necessary health services. Specific requirements include:
- Provision of primary care within state-operated youth centers.
- Coordination with internal primary care networks and external specialty providers.
- On-site physician services at each youth center once a week.
- Emergency call-back services for both physical and psychiatric needs.
- Comprehensive medical assessments upon commitment and ongoing evaluations.
- Utilization management processes to ensure medically necessary services are provided.
- A robust network for specialty care including diagnostic and therapeutic services across various medical disciplines.
Period of Performance
The contract is anticipated to start on July 1, 2026, with an initial term lasting until June 30, 2027. There are options for up to four additional one-year renewals based on performance and funding availability.
Place of Performance
Services will be provided statewide across all DYS facilities in Colorado.
Bidder Requirements
Eligible bidders must demonstrate experience in providing integrated managed medical care. They must comply with all state regulations regarding health service provision and have the capacity to manage claims adjudication effectively. Additionally, bidders must be registered with the State of Colorado and comply with HIPAA regulations. The proposal must include a detailed plan for service delivery and fiscal management.
