Description
Background
The State of Colorado, through the State Purchasing and Contracts Office (SPCO), is seeking proposals for Travel Management Services to provide travel arrangements for various government entities within the state. The goal is to enhance customer service while reducing costs for travelers and improving overall value.
The State Travel Management Program (STMP) has historically contracted with travel management vendors since the early 2000s. However, recent changes have led to a decentralized approach where each purchasing entity manages its own travel needs. The awarded contracts will be available for use by state agencies, political subdivisions, higher education institutions, and eligible non-profit organizations.
Work Details
The awarded contractor will be responsible for providing a range of travel management services including:
1. **Invoicing and Ticketing**: Making reservations for group and non-group domestic and international travel, providing detailed invoices/itineraries within specified timelines, and processing traveler credits/refunds promptly.
2. **Reporting**: Providing monthly reports on travel-related data upon request.
3. **Profile Management**: Creating and maintaining traveler profiles while ensuring confidentiality and security.
4. **Foreign Travel Assistance**: Supplying necessary documents for international travel and advising on conditions at foreign destinations.
5. **State Contracted Rates**: Offering lodging at the lowest available rates and managing auto rental rates effectively.
6. **Online Booking Tool**: Implementing an online booking tool that allows travelers to make reservations efficiently.
7. **Customer Service**: Providing dedicated support during business hours and after-hours service, including training for users of the online booking tool.
Period of Performance
The initial contract term is anticipated to begin on June 1, 2026, and end on May 30, 2028, with options for up to three additional one-year renewals at the discretion of the State.
Place of Performance
Services will be performed primarily within the State of Colorado, with potential requirements for international travel arrangements as needed.
Bidder Requirements
Offerors must have a minimum of five years' experience in providing government employee travel services. They must also be certified by the Airlines Reporting Corporation (ARC) and the International Air Transportation Association (IATA), comply with Payment Card Industry Data Security Standards (PCI DSS), and meet accessibility requirements as outlined in applicable state laws.
