Pueblo Fish Hatchery - Line Half Acre Ponds, MAINTAIN

Background
The Colorado Division of Parks and Wildlife is issuing this solicitation for the Line Half Acre Ponds project, aimed at performing earthwork and installing a pond liner system at Pueblo State Fish Unit (SFU).

The project is part of the agency's mission to maintain and enhance wildlife habitats and recreational opportunities in Colorado. The goal is to improve the existing half-acre ponds by installing a 40 mil Reinforced Polypropylene (RPE) liner, ensuring better water retention and habitat quality for aquatic life.

Work Details
The contractor will be responsible for performing earthwork and installing approximately 162,000 square feet of 40 mil Reinforced Polypropylene (RPE) liner across six existing half-acre ponds, with an option to add up to an additional 162,000 square feet in six more ponds.

Specific tasks include:
- Mobilization of personnel, equipment, and supplies to the project site.
- Importing and placing fill material in ponds (3000 tons).
- Furnishing and installing the RPE membrane lining system in ponds (162,000 square feet).
- Compliance with all specifications outlined in the construction drawings and technical specifications related to construction materials and methods.

Period of Performance
The contract work must be completed within 90 calendar days from the Notice to Proceed, with substantial completion no later than March 1, 2026.

Place of Performance
The work will be performed at Pueblo SFU located at 500 Reservoir Road, Pueblo, CO 81005.

Bidder Requirements
Bidders must provide a five-percent (5%) bid bond for proposals exceeding $50,000.00. Additionally, bidders must certify that at least 80% of the workforce will consist of Colorado labor for projects exceeding $500,000.00. Service Disabled Veteran Owned Small Businesses (SDVOSB) may claim a preference if certified. All bidders must submit a Contractor’s Qualification Statement detailing previous similar projects.
