Psychiatric Residential Treatment Facility - Ft Logan Campus

Background
The Colorado Department of Human Services (CDHS), Office of Civil and Forensic Mental Health (OCFMH), is seeking to contract with a qualified vendor to serve children and adolescents with acute mental health and behavioral health needs in a licensed Psychiatric Residential Treatment Facility (PRTF) at a facility which will be built at the Fort Logan campus, located at 3520 West Oxford Avenue, Denver, Colorado 80236.

The purpose of this Invitation to Negotiate (ITN) is to solicit proposals for the provision of high acuity mental health services for youth aged 6-21 years who exhibit intensive behaviors that have not been manageable in lower levels of care or existing facilities.

Work Details
The selected vendor will provide services including stabilization, skills training, medication management, and preparation for transition to lower levels of care. The facility will have a capacity of 16 beds and will cater specifically to children and youth with severe mental health diagnoses, history of trauma, suicidal ideation, aggression, self-harming behaviors, elopement, sexualized behaviors, and intellectual disabilities.

The vendor must demonstrate expertise in evidence-based treatment interventions tailored for this population and comply with all licensing requirements as per Colorado regulations for Psychiatric Residential Treatment Facilities.

Period of Performance
The anticipated contract start date is July 1, 2025, with an initial term of three years plus two optional renewals for a total contract term of up to fifteen years. The facility construction is expected to be completed by late 2026.

Place of Performance
The contract will be performed at the Fort Logan campus located at 3520 West Oxford Avenue, Denver, Colorado 80236.

Bidder Requirements
Any vendor may apply; however, they must demonstrate their ability to meet all licensing requirements as outlined in the Code of Colorado Regulations. Vendors must also provide evidence of their experience serving this population and their capability in managing Medicaid payments.

Additionally, vendors are required to submit letters of recommendation from three governmental agencies or representatives confirming their capability to perform these services.
