PROCUREMENT MANAGEMENT SYSTEM - Request for Information RFI

Background
The State of Colorado’s Office of Information Technology (OIT) is responsible for providing IT resources to Executive branch agencies and other State government entities. This includes technology infrastructure, software, hardware, storage, telecommunication, public safety radio, cyber security, and related professional services.

The purpose of this Request for Information (RFI) is to research available electronic procurement management solutions. OIT seeks insight into industry standards, suggestions, costs, scopes, timelines, expertise, product demonstrations, and best practices surrounding the implementation of a Procurement Management Solution from qualified vendors with experience in e-Procurement and Contract Management solutions.

Work Details
OIT currently uses a customized workflow application within OnBase and has procurement systems of record including Cobblestone Contract Management System and the Colorado Operational Resource Engine (CORE).

The procurement management solution must attach and organize procurement and solicitation documents in various formats (PDFs, images, Microsoft Office files), including but not limited to: Quotes, Statements of Work, Emails, Risk Assessments, Service Level Agreements (SLA), Contracts, Purchase Orders (PO), Requests for Proposals (RFP), Vendor Invoices.

The solution should also allow for configuration to align with established workflows and provide custom reporting capabilities. Compliance with accessibility standards for individuals with disabilities and information security policies is mandatory. Additionally, the solution must support various levels of approval processes and decision tree logic for routing.

Period of Performance
The RFI was published on March 7, 2025. The written inquiry deadline is March 14, 2025. Responses from vendors are due by April 18, 2025.

Place of Performance
The contract will be performed within the State of Colorado.
