Background
The Colorado Division of Parks and Wildlife is issuing a solicitation for the Arkansas Point Wastewater Treatment Plant (WWTP) Lagoon Liner Replacement project. This project aims to remove and replace lagoon liners at the Arkansas Point WWTP, which is part of the Lake Pueblo State Park. The estimated budget for this project ranges between $570,000 and $670,000.

This project is critical for maintaining the integrity and functionality of the wastewater treatment process at this facility.

Work Details
The contractor will be responsible for providing all labor, equipment, materials, and incidentals necessary to complete the following tasks:
1. Mobilization of personnel and equipment to the site.
2. Carefully remove and store the existing aeration system on-site.
3. Manage contents of Lagoons #1 & #2.
4. Remove existing liners from Lagoons #1 & #2 (88,000 SF) and legally dispose of them off-site.
5. Re-grade and prepare subgrade for Lagoons #1 & #2.
6. Furnish new 45 mil RLLDPE lagoon liner, battens, and vents for Lagoons #1 & #2 (88,000 SF).
7. Furnish new geotextile underlayment for Lagoons #1 & #2 (88,000 SF).
8. Install new lagoon underlayment and liner materials for Lagoons #1 & #2 (88,000 SF).
9. Reinstall the aeration system after liner installation.
10. For Lagoon #3 (additional bid item), perform similar tasks including removal of liner (44,000 SF), re-grading, furnishing new liner materials, etc.

Period of Performance
The work is expected to be completed within 90 calendar days from the date of the Notice to Proceed. Substantial completion is anticipated by January 10, 2026.

Place of Performance
The work will be performed at Arkansas Point WWTP located within Lake Pueblo State Park in Pueblo County, Colorado.

Bidder Requirements
Bidders must provide a five percent (5%) bid bond with their sealed bids. Additionally, bidders must certify compliance with Colorado labor requirements by employing at least 80% Colorado labor on this public works project exceeding $500,000.

Service Disabled Veteran Owned Small Businesses (SDVOSB) may claim a 5% bid preference if certified by the U.S. Department of Veterans Affairs.
