Background
The contract is issued by the Colorado Department of Public Health and Environment (CDPHE) under the Tobacco Program. The mission of this program is to provide comprehensive tobacco cessation services to assist Colorado residents in quitting smoking or using other tobacco products. The goal of the contract is to implement digital and telephone-based quitline services that cater specifically to the needs of Colorado's population, particularly targeting groups with higher rates of tobacco use.

Work Details
National Jewish Health (NJH) will provide a range of quitline services including personalized screening and assessment, behavioral interventions, FDA-approved medications, educational materials (both written and electronic), integrated text, web, and email services, referrals to community-based programs, and specialized services for populations with higher tobacco dependence. NJH will develop Colorado-specific protocols based on best practices and emerging research to enhance the effectiveness of these interventions. Staff will undergo rigorous training standards, including completion of a Tobacco Treatment Specialist Training Program accredited by the Council on Tobacco Treatment Training Programs (CTTTP).

Period of Performance
The contract will commence on July 1, 2026, and conclude on June 30, 2029.

Place of Performance
The services will be performed in Colorado, specifically targeting residents across the state.

Bidder Requirements
The vendor must be a non-profit organization as mandated by Amendment 35 legislation guiding tobacco education and cessation grants. NJH must possess specialized training for staff in areas including support for pregnant individuals, American Indian commercial tobacco users, youth, e-cigarette users, mentholated tobacco product users, and individuals with behavioral health conditions.
