Background
The Colorado Public Private Partnership Office (P3 Unit), a division of the Colorado Department of Personnel & Administration (DPA), is seeking proposals from qualified firms to provide Technical Advisory Services.
The P3 Unit was established in 2022 through Colorado legislation to manage and govern public-private partnership projects in the state. Its mission includes planning, designing, and implementing P3 projects that prioritize initiatives such as increased behavioral health capacity, affordable housing development, access to child care services, and broadband deployment.
The objectives of these projects are to foster innovation, reduce lifecycle costs, enhance partnerships between public and private sectors, and improve the quality of life for Coloradans.
Work Details
The contractor will provide a range of technical advisory services including: high-level oversight; technical input; strategic formulation; feasibility and market studies; engineering and design review; environmental sustainability assessments; operations and maintenance guidance; technology integration; stakeholder engagement; and risk management throughout all project phases.
Specific tasks may include conducting feasibility studies, assisting with procurement strategies, performing technical due diligence on potential partners, assessing risks and developing mitigation strategies, establishing quality assurance processes, monitoring project performance, advising on technology innovations, and facilitating stakeholder communication.
Period of Performance
The initial term of the contract is expected to begin in early 2025 and end on June 30, 2025. The total duration may extend up to five years depending on DPA's discretion.
