Occupational Licensing and Case Management Solution

Background
The State of Colorado, Department of Revenue (DOR), is issuing this Invitation to Negotiate (ITN) to obtain an Occupational Licensing and Case Management Solution (OLCM) with integrated capabilities. The current contracts for the Department's licensing and case management solutions are set to expire in June 2026.

The Department aims to secure a single OLCM but retains the right to award multiple contracts if deemed beneficial for the State. The OLCM will serve various divisions within the DOR, including the Specialized Business Group (SBG), Marijuana Enforcement Division (MED), Natural Medicine Division (DNM), Lottery Division (LOT), and others, with an estimated 500 end users.

Work Details
The OLCM must provide integrated licensing and case management capabilities that address the following requirements:
- Streamlined processes for license applications, renewals, suspensions, and revocations across multiple divisions.
- Enhanced enforcement processes for tracking cases, complaints, investigations, and inspections.
- Comprehensive data reporting features that facilitate real-time decision-making.
- User-friendly interfaces that improve user experience and functionality.
- Support for enterprise document management and back-office operations.
- Vendor support services to ensure ongoing maintenance and updates of the system.

Period of Performance
The estimated contract performance period will begin upon execution of the contract and extend through June 30, 2026, with options for up to fourteen (14) additional twelve-month renewals at the State's discretion. The maximum term of the contract including all option renewals shall not exceed fifteen (15) years.

Place of Performance
The contract will be performed within the State of Colorado.
