Background
The Governor’s Office of Information Technology (OIT) is responsible for providing all IT resources to the Colorado Executive branch and other parts of the State government, including systems, personnel, software, hardware, storage, telecom, cyber security, and disaster recovery. The Colorado Department of Early Childhood (CDEC) ensures the delivery of an inclusive, community-centered, data-driven, high quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado’s young children, their caregivers, and early childhood professional in all settings.

Work Details
CDEC is seeking to engage with a single vendor to support the State of Colorado in garnering broad support for the build and use of an Early Childhood Integrated Data System (ECIDS) across the programs and agencies in the State of Colorado who provide services to Early Childhood. The vendor would be responsible for ensuring clearly defined use cases for the inaugural use of the ECIDS to show the benefit of outcomes based decision making for policy and use of funding.
Additionally, the vendor must have experience in assisting to set appropriate guidelines and governance around the set up and use of the ECIDS in order to guide Colorado into appropriate agreements and practices. Deliverables are expected to include documentation/educational materials about the purpose and goals of an ECIDS, prioritized use cases, informed use cases, governance documentation, and sustainability modeling.

Period of Performance
All engagements shall be completed no later than 9-30-2024.

Place of Performance
The contract will be performed in Colorado.
