Lottery Internal Control System

Background
On behalf of the State of Colorado, Department of Revenue (State/Lottery), Lottery Division is issuing this Request for Proposals for Internal Control System (ICS) goods and services. The Colorado Lottery will be converting to the IGT Global Solutions Corporation (IGT) Aurora Central Gaming System (CGS) effective July 13, 2025, and will require a third party ICS that accurately records and accounts for all jackpot games and potentially scratch game transactions. A redundant production system is required to maintain a secure and high availability system.

Work Details
The Offeror will provide an ICS that accurately records and accounts for jackpot games transactions and potentially Scratch Game translations. The ICS requires four redundant production systems located at specific sites. The ICS must support industry standard, rapid and high volume/throughput jackpot games verification functions with strict security controls. It must also comply with Multi-State Lottery Association (MUSL) Rule 2, including addendums, and State of Colorado Governor’s Office of Information & Technology (OIT) policies.
The Offeror shall provide Maintenance and Support Services for ICS to the Lottery, including system support, hardware and software refresh, onsite support, 24/7 support, troubleshooting of all ICS issues, bug fixes, modifications to support required changes, development and testing support for jackpot games, operational training, audit system that supports Lottery’s designated games, user acceptance testing (UAT) support, phone calls initiated by Lottery Management to answer questions from Lottery Staff, discussions about estimates for ICS and application enhancements.

Period of Performance
The initial term of the awarded Contract is to begin on contract effective date through five calendar years. This Contract may be renewed for up to three additional periods of one year or less at the sole discretion of the State.

Place of Performance
The geographic locations where the contract will be performed include IGT's Data Center of Americas in Austin, TX; West Greenwich, RI; and Lottery Headquarters in Pueblo, CO.
