Background
The Town of Berthoud, Colorado, is a small local government responsible for managing public assets and overseeing planning, zoning, licensing, and permitting within its jurisdiction. The Town seeks to replace its fragmented and largely manual systems with a unified, integrated, cloud-based software solution to enhance operational efficiency, transparency, and service delivery to staff and the public.

The goal is to implement this solution by the end of 2026 or 2027 if phased.

Work Details
The contract involves providing an integrated cloud-based software solution that supports asset management and permitting processes. Key features required include:
- Centralization of asset data across departments
- Streamlining of planning, zoning, and permitting workflows
- Improvement in data accuracy, reporting, and long-term capital planning
- Online submissions and tracking for applicants and public review
- Integration with existing systems such as Laserfiche, Xpress Bill Pay, ArcGIS Online, and possibly Caselle
- Compliance with public-sector security standards
- Support for at least 75 staff members with various user roles.

Specific services include:
1. Asset Management: Inventory management, lifecycle management, maintenance scheduling, condition assessment tracking.
2. Planning & Permitting: Online application submission and tracking; workflow management; fee calculation; inspection scheduling.
3. Licensing: Business licensing; liquor licensing; public portal for citizen concerns.
4. General System Requirements: Cloud-based (SaaS) solution preferred; role-based access controls; mobile-friendly applications; robust reporting capabilities.

Period of Performance
The implementation is targeted to begin in Q2 2026 with completion aimed for the end of 2026 or into 2027 if phased.

Place of Performance
The services will be performed in Berthoud, Colorado.

Bidder Requirements
Vendors must demonstrate experience working with local or state governments and provide at least three references from similar implementations. Proposals should include a detailed pricing structure covering licensing, implementation, training, and support.
