Intensive Parole Services Program to support all 4 regions

Background
The Division of Youth Services (DYS) aims to protect, restore, and improve public safety through a continuum of services for juvenile offenders. The goal of this contract is to establish an Intensive Parole Supervision and Transition Services Program for DYS youth returning to the community after commitment. This program is designed to address the increasing complexity of treatment needs among youth, including mental health and substance use issues, by providing intensive services that facilitate successful transitions from residential placements to community-based parole.

Work Details
The contractor will provide a comprehensive range of services including:

- Comprehensive case-plan oversight and resource development
- Substance use monitoring
- Connections to drug and alcohol and mental health services
- Placement in community programs such as educational and vocational training
- Medication supervision
- Emancipation and life skills training
- Access to adult treatment and support services when applicable
- Promotion of pro-social community activities
- Employment services
- Family involvement support
- Identification of stable housing
- Advocacy services.

The program will serve approximately 40-50 youth across four regions (Central, Northeast, Southern, Western) in Colorado. Seventy-five percent of youth services must involve direct face-to-face contact.

Period of Performance
The anticipated contract start date is July 1, 2025, with an initial term running through June 30, 2026, plus four one-year options for renewal at the State's discretion.

Place of Performance
Services will be provided statewide across all four regions of the Division of Youth Services in Colorado.
