Identity Management System Cloud Migration and Upgrade

Background
The Colorado Department of Education (CDE) is seeking proposals from experienced organizations to migrate and upgrade its Identity Management System to an Oracle Cloud Infrastructure Identity and Access Management (OCI/IAM) solution. The current system has reached the end of its sustainability, necessitating a transition to a more flexible and feature-rich cloud-based solution that can better manage access control for local education agencies.

CDE serves 178 school districts and approximately 911,500 public school students in Colorado, providing leadership and support across various educational services.

Work Details
The contractor will be responsible for the following phases:
1. **Phase 1: Discovery Phase** (Completion by June 30, 2025): Conduct a comprehensive review of the existing IDM system, including infrastructure and configurations, and provide best practice recommendations. Deliverables include detailed architecture diagrams, an itemized list of necessary cloud services with costs, and an updated project plan.

2. **Phase 2: Develop the Green Field** (Completion by June 30, 2025): Create an Oracle Cloud-based Identity Management environment. This includes setting up customer tenancy in Oracle Cloud, configuring network connectivity, preparing systems for data migration, and ensuring communication with existing applications. Deliverables include user role segregation configuration, Microsoft Azure AD integration, multifactor authentication setup, and documentation of the new OCI/IAM environment.

3. **Phase 3: Customizations/Provisioning of Local Access Manager (LAM) Application** (July 1, 2025 - June 30, 2026): Develop a draft test plan for acceptance testing of the upgraded LAM application integrated into the OCI/IAM environment. Deliverables include a fully functional upgraded LAM application tested by CDE, source code for custom UI development, backup and recovery plans, and documentation for knowledge transfer to CDE staff.

Period of Performance
The contract will commence upon the effective date estimated to be late March 2025 and will run through June 30, 2026 for Phase 3 work. The total duration may extend up to five years with renewal options at CDE's discretion.

Place of Performance
The work will primarily be performed at CDE facilities in Colorado; however, some aspects may require remote collaboration depending on contractor capabilities.
