Background
This Request for Documented Quotes is issued by the State of Colorado, Department of Natural Resources, on behalf of the Division of Colorado Parks and Wildlife. The purpose is to obtain quotes from qualified individuals and firms to provide labor, supplies, and equipment for masticating/shredding designated vegetation on 374 acres located approximately 25 miles Southwest of Meeker, Colorado.

The project aims to manage vegetation predominantly consisting of mixed Pinyon/Juniper live trees.

Work Details
The contractor will provide all labor, supplies, and equipment necessary to masticate/shred vegetation on 374 acres. The project involves thinning and mulching predominantly mixed Pinyon/Juniper live trees. Specific tasks include:
- Masticating all visible juniper trees 18 inches DBH and less while leaving sagebrush untreated.
- Ensuring stump height from treated trees is less than 6 inches above ground.
- All mowed vegetation must be shredded into mulch with at least 80% of woody material being less than 1 inch in diameter and no piles deeper than 6 inches.
- Avoiding damage to protected shrubs such as sagebrush, oak brush, and Douglas-fir.
- Monitoring soil conditions to prevent damage during operations.
- Completing a Master Service Agreement with private landowners before work begins on private property.

Period of Performance
The expected project start date is July 15, 2024, with work guaranteed until completion no later than December 15, 2025.

Place of Performance
The work will be performed on a combination of Bureau of Land Management (BLM) property and private property located approximately 25 miles Southwest of Meeker, Colorado.

Bidder Requirements
Bidders must meet minimum qualifications including having GPS units for each machine on site and operators knowledgeable in tree identification. Contractors must also have access to at least two rubber-tired machines equipped with cutting heads capable of masticating trees up to 16 inches DBH. Additionally, bidders must comply with insurance requirements including workers' compensation and general liability insurance.
