Background
The Behavioral Health Administration (BHA) is seeking a contractor to deliver specialized training aimed at strengthening the behavioral health workforce that serves justice-involved individuals with substance use disorders. The goal of this contract is to provide statewide training sessions using the Strategies for Self-Improvement and Change (SSC) curriculum, which is an evidence-based cognitive-behavioral intervention designed to reduce substance use and criminal behavior among this population.

Work Details
The contractor will provide five (5) two-day SSC training sessions during State Fiscal Year 2026-2027 (July 1, 2026 – June 30, 2027). Each session will be designed for behavioral health and substance use treatment providers working with justice-involved individuals. The SSC curriculum consists of a structured three-phase model: Challenge to Change, Commitment to Change, and Ownership of Change. The contractor must ensure adherence to this model during training delivery. Training sessions may be conducted either virtually or in-person, depending on the needs of BHA and participants. The contractor must also support diverse learning needs and ensure high-quality training delivery.

Period of Performance
The contract will commence on July 1, 2026, and end on June 30, 2027. It may be renewed for four additional one-year periods at the discretion of the State, contingent upon funding availability.

Place of Performance
The training services will be provided statewide across Colorado.

Bidder Requirements
Bidders must hold a current certification as a Certified Addiction Specialist (CAS) or a Licensed Addiction Counselor (LAC) in Colorado. They must also either be approved by BHA as a trainer of the SSC curriculum at the time of proposal submission or demonstrate the ability to obtain such approval prior to delivering training services under the contract.
