FY25 COACT4 RFP -Community Engagement

Background
The Colorado Department of Human Services - Behavioral Health Administration (BHA) is issuing a Request for Proposal (RFP) for the Community Engagement for Colorado’s Trauma-Informed System of Care (COACT) program.

The COACT program aims to develop an integrated and sustainable system of care at state and local levels, strengthening support for children, youth, and families with complex needs. The contractor will facilitate communication and community engagement strategies to ensure the provision of appropriate care and services.

Work Details
The Contractor shall provide the following services:
1. Technical Assistance: Support the development of behavioral health infrastructure, develop marketing strategies, collaborate with COACT program contractors, and report quarterly on technical assistance provided.

2. Consultation Services: Provide ongoing support to COACT program contractors, assess training needs, conduct monthly training sessions, and report quarterly on consulting services.

3. Marketing and Presentation Support: Assist in developing materials for community engagement, ensure compliance with CLAS standards and HIPAA regulations, and create documentation to keep stakeholders updated.

4. Annual Survey: Develop an annual survey to assess satisfaction with community engagement, including demographics such as race, ethnicity, and language proficiency.

5. Annual Event Planning: Plan a virtual or in-person event for Children's Mental Health Awareness Day accommodating up to 500 attendees, including curriculum development and logistical arrangements.

Period of Performance
The contract begins upon full execution of the agreement and ends on September 30, 2025. The contractor is expected to implement services within 60 days of contract execution.

Place of Performance
The contract will be performed across 20 communities in Colorado.
