FY 26 UCR/CR Evaluations

Background
The Colorado Department of Human Services (CDHS), through its Office of Civil and Forensic Mental Health (OCFMH), is seeking to contract with vendors for the provision of Conditional Release and Unconditional Release Evaluations. This initiative is part of the Forensic Services program, which oversees mental health evaluations for individuals found Not Guilty by Reason of Insanity (NGRI) in Colorado. The goal is to ensure timely evaluations as requested by the courts, thereby supporting the mission to improve safety, independence, and well-being for the people of Colorado.

Work Details
The contractor will provide forensic evaluations including:

1. Conditional Release Evaluations: Assessing a defendant's eligibility for release with conditions from their commitment to CDHS.

2. Unconditional Release Evaluations: Assessing a defendant's eligibility for release without conditions from their commitment to CDHS.

3. Risk Assessments: Comprehensive evaluations related to factors associated with risk behaviors.

The contractor must adhere to statutory requirements and departmental standards in reporting findings and recommendations. Evaluators must have appropriate credentials, including a doctoral degree in Psychology or Medicine and be licensed in Colorado.

Period of Performance
The anticipated contract start date is July 1, 2026, with an initial term of one year plus four optional one-year renewal periods.

Place of Performance
Services will be performed at various locations including the Ft. Logan Campus and Pueblo Campus within Colorado, as well as community settings throughout the state.

Bidder Requirements
Bidders must have a doctoral degree in Psychology or Medicine and be licensed psychologists or psychiatrists in Colorado. They must also complete all onboarding requirements prior to conducting services, maintain necessary business licenses, and carry malpractice insurance. Subcontracting is not permitted unless approved by the Division Director.
