Work Details
The awarded Respondent shall perform the following tasks:
1. **Project Communication and Administration**: Organize a kickoff meeting, hold bi-weekly meetings, and submit monthly progress reports.
2. **EPC Market Overview and Historical Analysis**: Analyze the history, structure, and performance of Colorado’s EPC program, including trends in project volume and technology adoption. Deliverables include an EPC Market Overview Report.
3. **Benchmarking of National EPC Programs**: Benchmark Colorado’s EPC program against other leading programs focusing on design, staffing, market structure, etc. Deliverables include a Benchmarking Matrix and Summary Narrative.
4. **Technology and Market Trends Analysis**: Assess current technologies relevant to EPC and analyze market trends for the next decade. Deliverable includes a Technology and Market Trends Report.
5. **Innovative Financing Models**: Evaluate financing models that could enable greater EPC participation among nonprofit and private entities with deliverables including a Financing Models Inventory and Summary.
6. **Recommendations for Program Expansion**: Develop recommendations for expanding EPC participation into nonprofit and private markets with a Program Expansion Recommendations Report as deliverable.
7. **Final Report and Presentation**: Develop a comprehensive final report synthesizing findings from previous tasks along with a presentation deck.
Period of Performance
The anticipated term of the Purchase Order is expected to begin upon issuance of a State Purchase Order and is not expected to extend beyond February 1, 2027.
Place of Performance
The contract will be performed in Colorado.
Bidder Requirements
Respondents must demonstrate three years of experience in building energy improvements or related fields; knowledge of Energy Performance Contracting; experience developing accessible products; compliance with accessibility standards; submission of insurance certificates; adherence to AI governance policies; and must be certified as Service Disabled Veteran Owned Small Businesses (SDVOSB) if applicable.
