Energy Codes Innovative Enforcement Tools Study
Background
The Colorado Energy Office (CEO) is issuing this Documented Quote (DQ) for an Energy Codes Innovative Enforcement Tools Study. This initiative aims to identify and evaluate tools and resources that can enhance the enforcement of energy codes for local governments and building industry professionals. The CEO facilitates the development of model energy codes and provides grant funding and technical assistance to support energy code adoption in Colorado, as mandated by House Bill 22-1362.

The study is funded under the U.S. Department of Energy’s Resilient and Efficient Code Implementation program, with a goal to improve compliance and enforcement of energy codes at the local level.

Work Details
The awarded Respondent will conduct a comprehensive study involving several tasks:
1. **Energy Code Innovative Enforcement Tools Study Criteria**:

3. **Identify Innovative Tools**:
- Evaluate existing software products that can aid in energy code compliance, including remote inspection tools and software for generating compliance checklists.

4. **Evaluate Opportunities for Incorporation**:
- Develop recommendations for local governments on integrating identified tools into permitting processes.

5. **Final Study and Report**:
- Prepare a draft final report summarizing stakeholder engagement, research findings, and recommendations, along with a presentation to the CEO.

6. **Contract Administration**:
- Monitor progress through monthly reports detailing task completion, budget updates, challenges faced, and actions taken.

Period of Performance
The contract will commence upon issuance of a Purchase Order by the State and is expected to conclude on March 31, 2026.

Place of Performance
The work will primarily be performed within the State of Colorado.

Bidder Requirements
Respondents must demonstrate at least five years of experience conducting studies related to building energy codes or broader building decarbonization. They should have personnel with at least three years of relevant experience in similar studies. Additionally, all work must comply with accessibility requirements as outlined in the solicitation.
