EBAT Microsoft Access Database

Background
The Colorado Department of Public Health & Environment (CDPHE) is issuing this solicitation for the Evidential Breath Alcohol Testing (EBAT) program. This program is responsible for repairing, calibrating, and certifying the Intoxilyzer 9000 instruments used statewide to test individuals suspected of driving under the influence of alcohol. The goal of this contract is to replace the existing EBAT Microsoft Access database with a specialized forensic software tailored for conducting and documenting breath alcohol test data.

Work Details
The contractor will be required to provide a specialized forensic software solution that replaces the current EBAT Microsoft Access database. This software must be designed specifically for conducting and documenting breath alcohol test data.

The vendor must meet minimum qualifications including:
- 2 years of experience with creating/maintaining an Evidential Breath Alcohol Program database
- Experience with CMI, Inc. Evidential Breath Alcohol Instruments (I-9000)
- Experience in encrypting protected CJIS information.

Compliance with Colorado Information Security Policies and technology standards is mandatory.

Period of Performance
The initial term for this project is from December 31, 2024, to June 30, 2025. The contract may be renewed at the discretion of CDPHE for up to five additional one-year periods based on funding and vendor performance.

Place of Performance
The services will be performed within the state of Colorado.
