Background
The Behavioral Health Administration (BHA) is seeking a contractor to deliver specialized training aimed at strengthening the behavioral health workforce serving justice-involved individuals with substance use disorders. The goal of this contract is to provide the Strategies for Self-Improvement and Change (SSC) curriculum training statewide to treatment providers who deliver services to individuals involved in the criminal justice system. Work Details
The contractor will provide five (5) two-day SSC training sessions during State Fiscal Year 2026-2027 (July 1, 2026 – June 30, 2027). Each session will be designed for behavioral health and substance use treatment providers working with justice-involved individuals.
The SSC curriculum is an evidence-based cognitive-behavioral intervention structured into three phases: Challenge to Change, Commitment to Change, and Ownership of Change. Training sessions will cover cognitive-behavioral therapy, relapse prevention, substance misuse patterns, and facilitation skills. The contractor must ensure adherence to the SSC model and support diverse learning needs while delivering training either virtually or in-person.
Period of Performance
The contract is anticipated to start on July 1, 2026, and run through June 30, 2027. It may be renewed for four additional one-year periods at the discretion of the State.
Place of Performance
The training will be delivered statewide across Colorado.
Bidder Requirements
Bidders must hold a current certification as a Certified Addiction Specialist (CAS) or a Licensed Addiction Counselor (LAC) in Colorado. They must also be approved by BHA as a trainer of the SSC curriculum prior to delivering any training services under this contract. If not currently approved, bidders must demonstrate their ability to obtain BHA approval within 30 days of contract execution.
